Your new home is part of a program to relieve traffic congestion, parking demand, and air pollution problems by encouraging use of non-auto modes of transportation. 

As part of the program, each owner receives two clipper cards in your welcome packet when you got the keys to your new home. The cards are preloaded with $200 each.  Use the cards on transit in the bay area.
